Forest Management Area Assistance in APL In Ketapang Regency, West Kalimantan Province (Kalfor Project - UNDP)

Protecting forest landscapes outside state forest areas, strengthening community-based management, and promoting sustainable livelihoods to conserve biodiversity and reduce greenhouse gas emissions.

Forest Management Area Assistance in APL In Ketapang Regency, West Kalimantan Province (Kalfor Project - UNDP)

In 2018, the Government of Indonesia collaborated with UNDP and GEF through the project “Strengthening Forest Area Planning and Management in Kalimantan (KalFor)”. The Strengthening Forest Area Planning and Management in Kalimantan (KalFor) Project is a project designed to support the Government’s program to maintain the remaining forests located outside state forest zones in Kalimantan by addressing sustainable forest, environmental, and ecosystem management. The KalFor Project was specifically designed to maintain forest areas, including their biodiversity and ecosystem functions, in the lowland and mountainous regions of Kalimantan that are facing challenges from the growth and development of the plantation crop sector. The KalFor Project aims to generate significant global benefits related to biodiversity conservation, sustainable land use, and GHG emission mitigation, particularly in the Heart of Borneo (HoB). Project implementation will include institutional strengthening at all levels (community, local, district, and national) and the removal of fundamental barriers related to regulatory and policy frameworks, as well as improvements in capacity building and awareness, communication, monitoring, and evaluation.

The KalFor Project was designed to cover four (4) Work Components, namely:

  1. Developing national- and provincial-level policies and arrangements for forest management outside forest areas, including in plantation areas.

  2. Developing policies and plans to strengthen forest benefits in APL areas covering no less than 200,000 ha.

  3. Developing innovative incentive mechanisms.

  4. Improving knowledge and understanding to reduce deforestation and develop green development strategies for the plantation sector in Indonesia.

The project pilot was implemented in four districts, with a total area of approximately 319,879 ha of forested APL, covering Ketapang and Sintang Regencies in West Kalimantan, West Kotawaringin Regency in Central Kalimantan, and East Kutai Regency in East Kalimantan. The area of forested APL in Ketapang Regency reached 92,109 ha. (Source: Directorate General of Forestry and Environmental Planning, Ministry of Environment and Forestry, 2018).

Referring to the results of the forest cover analysis conducted by KalFor in collaboration with PT Anugerah Jaya in 2021, the analysis found that the area of forested APL, which covered 106,653.20 ha in 2018, decreased to 94,956.78 ha in 2021.

As a form of participation in supporting the objectives of KalFor Kalimantan, Yayasan Operasi Wallacea Terpadu (OWT) signed the KalFor Project contract between the United Nations Development Programme (UNDP) and Yayasan Operasi Wallacea Terpadu (OWT), Project Number: 00085815, Low Value Grant Agreement No. 2020/002/CSO/KALFOR, Amendment No. 4, entitled “Strengthening Forest Area Planning and Management in Kalimantan,” Amendment No. 4, for the period from 1 July 2020 to 31 August 2021, to provide assistance in four villages: Sinar Kuri Village and Riam Bunut Village (Sungai Laur Subdistrict), Pangkalan Suka Village (Nanga Tayap Subdistrict), and Tanjung Pasar Village (Muara Pawan Subdistrict), all of which are located in Ketapang Regency, West Kalimantan Province.

The objective of the assistance provided in the four project villages was: “Developing a Community-Based Management Model for Forested Areas Outside Forest Areas.” To achieve this objective, OWT implemented four stages of the project, namely:

1. Diagnostic Study Stage

This stage aimed to understand all existing initiatives and identify gaps, in order to determine important factors that needed to be initiated and/or strengthened, as well as to establish baseline conditions.

2. Capacity Building Stage

This stage aimed to build the capacities of communities, village governments, village cadres, and local partners through training, mentoring, outreach, and technical assistance.

3. Collaborative Management Stage

This stage aimed to establish collaborative management involving villages, communities, and relevant stakeholders in managing forested areas outside forest areas and developing sustainable livelihoods.

5. Exit Strategy Stage

This stage aimed to facilitate the conclusion of Phase I assistance while gradually ensuring that all initiatives and facilitation activities carried out by the project could be continued by communities and stakeholders to undertake follow-up actions for APL management.
